Portland Community College student files tort claim over police stop
Delease Carter, the Portland Community College student and basketball player who was stopped by police while walking home with two friends in the middle of a North Portland street on Jan. 28, on Monday sent a notice of intent to sue the city, citing false arrest, battery and violation of Carter’s constitutional rights.

Pilot pulled from biplane crash
Authorities say the biplane went down Sunday in a wooded area about 20 miles southeast of North Bend, Ore. A Dolphin helicopter crew from Air Station North Bend found pilot Paul Schafer conscious and able to communicate.
